Doing a quick Google seems to suggest this is totally made up (one comment I read claims there is no record of this quote pre-1998) and Macaulay never said this or held those views.
They did do it though.

I worked in Mumbai for a while. All the indians called it Bombay. The old Raj name. Like they were proud of it.
Crossing the road in Bombay is more thrilling than bungee jumping. It’s a real skill.
There are four sets of traffic lights in Bombay and no one pays any attention to any of them.
They do still call it Bombay.
And I crossed the road today outside Victoria Station. It was a massive thrill.
@Barty Fweeee: It’s not about being proud of it or not. It’s just that most of us grew up calling the city Bombay, since the name was officially changed only a few years ago. So it feels really strange to suddenly start calling it by another name. Tbh, nobody even associates the name with the British Raj.
